EHR Incentive Promoting Interoperability Program | Texas Health and Human Services
The Health Information Technology for Economic and Clinical Health (HITECH) Act, enacted as part of the American Recovery and Reinvestment Act of 2009, promotes the adoption and meaningful use of health information technology. Under the provisions of the HITECH Act, Texas Medicaid established the Electronic Health Record Incentive Program in 2011. In 2018, the Centers for Medicare and Medicaid Services renamed it the Promoting Interoperability Program. The program provides incentive payments to health-care professionals and hospitals meeting specific eligibility requirements when they adopt, implement and meaningfully use certified electronic health record technology. To be eligible for the program, health-care professionals and hospitals must fall within the defined classifications and meet minimum Medicaid patient volume thresholds. Participants must also successfully meet federally established program metrics and quality measures. By law, no new enrollees were allowed into the program after 2016. The program sunsets in 2021.
